    Hoke County is located in the Sandhills region of North Carolina adjacent to Fort Bragg and Fayetteville, North Carolina. Fort Bragg, North Carolina, is a military installation of the United States Army in North Carolina, and, by population, is the largest military installation in the world with more than 50,000 active duty personnel. The installation is located within Cumberland, Hoke, Harnett, and Moore counties. The Hoke County School System provides educational services and learning opportunities to over 2,800 students who live in Hoke County. In partnership with Fort Bragg and the United States Department of Army, the Hoke County School System provides the following learning support and services to military-connected students: School Liaison Officer (SLO), Impact Aid, Army Youth Program in Your Neighborhood (AYPYN), Military Family Life Counselor (MFLC) and School Partnership Programs.

     
    The School Liaison Officer Program

    The Fort Bragg Office of School Support Services provides an array of services to assist military families. The School Liaison Officers (SLOs) work directly with families, educators, administrators, and military units to smooth transitions and deliver the best resources to military students. The SLOs also represent, inform and assist the command with school-related issues K-12, on and off the post.

    Impact Aid

    Since 1950, Congress has provided financial assistance to these local school districts through the Impact Aid Program. Impact Aid is designed to assist local school districts that have lost property tax revenue due to the presence of tax-exempt Federal property, or that have experienced increased expenditures due to the enrollment of federally connected children, including children living on Indian lands. The Impact Aid law (now Title VII of the Elementary and Secondary Education Act of 1965 (ESEA)) provides assistance to local school districts with concentrations of children residing on Indian lands, military bases, and low-rent housing properties. Also, included are other Federal properties and, to a lesser extent, concentrations of children who have parents in the uniformed services or employed on eligible Federal properties who do not live on Federal property.

    Army Youth Program in Your Neighborhood (AYPYN)

    The AYPYN Program is designed to support the development of high-quality and high-interest after-school activities in the communities where high concentrations of Army families reside. The United States Army IMCOM G-9, Family and Morale, Welfare and Recreation Programs support the Army Youth Program in Your Neighborhood Program.

    The Child Youth & Behavioral School (Military Family Life Counselor) School Program

    The mission of this Department of Defense program is to provide brief, solution-focused, non-medical counseling to active military members and their families. Military lifestyle concerns and issues may include, but are not limited to, the many changes in residences and schools (due to relocation that military families experience), parenting concerns, marital counseling, relationship and school bullying issues, and other similar situations. A Military Family Life Counselor (MFLC) provides these services.

    The School Partnership Program

    The Fort Bragg Military School Partnership Program contributes military resources and services to schools in order to nurture the intellectual, emotional, social, and physical growth of children surrounding Fort Bragg, increase public awareness of the Army’s mission and to foster good relations with local communities.
