EC Program Specialists

Hoke County Schools EC (Exceptional Children) Program Specialists provide direct support and oversight for students with disabilities by ensuring compliance with state/federal regulations, facilitating Individualized Education Process (IEP) processes, providing training and coaching to special education staff, and assisting and supporting with managing and implementing instructional programs and services for students with disabilities from Kindergarten through age 21. HCS EC Program Specialists are direct liaisons between schools, families, and the state, advocating and promoting for student rights and helping to develop effective learning environments and services.

Our EC Program Specialists Can Assist With:

Assessments and Evaluations:
Exceptional Children Program Specialist leads and/or participates in comprehensive evaluations to identify a student's unique strengths and needs, assessing cognitive, academic, social-emotional, and behavioral areas. This process determines if a student's disability impacts their education and necessitates special education services, forming the basis for developing a tailored Individualized Education Program (IEP). The specialist ensures the evaluation is thorough, using various methods like interviews, observations, and tests to gather a holistic view and inform decision-making regarding eligibility and support. 

Counseling & Intervention: 
Exceptional Children's (EC) program specialist provides direct support in counseling and interventions by offering specialized expertise, coaching, and resources to school staff, students, and families. Their role is typically not to provide ongoing, long-term direct therapy, but to act as a hands-on resource that addresses complex academic, behavioral, and social-emotional needs to support classroom teachers.

Consultation:
Exceptional Children's (EC) program specialists consult with teachers and parents/families to ensure students with disabilities receive appropriate and compliant services. Their role involves providing guidance, training, and technical assistance to implement individualized education programs (IEPs) and navigate the special education process. 

The Process: What Parents Can Expect

An Exceptional Children (EC) Program Specialist acts as a central figure in the process of identifying, evaluating, and supporting students with special needs. This role ensures all procedures comply with federal and state regulations, especially during the transition from an initial referral to the implementation of ongoing support.

Record Access

Parents of children receiving EC services have the right to review their child's educational records, including IEPs and evaluation reports. 

Information Sharing

When information from an EC student's record needs to be shared with other agencies for transition plans, the LEA must have written parental consent. 

Dispute Resolution

FERPA rights apply during dispute resolution processes, such as mediations or due process hearings.

EC Program Specialists apply principles of respect, inclusion, and fairness to ensure their dignity, safety, and access to quality education. Key ethical
practices include setting high expectations, involving families in decision-making, using data to inform instruction, practicing collegiality, and protecting the
physical and psychological well-being of students.
